Jim Murphy: troops must intervene earlier to keep peace

But action must take place earlier, with ?adaptable armed forces, highly-trained and culturally aware? engaging with ?fragile nations? at an earlier stage.

?The principle would be to invest early, making substantial intervention less likely and in the event of escalation success more likely, as well as improving post-conflict planning.?

?The core component of preventative intervention would be building at-risk nations? abilities to defend themselves against militancy. Without passing on the capabilities for internal security management we risk perpetuating the deceptive stability which was blown open in Mali.?

He will outline a new cross-Nato approach which would include training the forces of nations at risk of conflicts.

British forces should be given more training in foreign languages, especially French, which is spoken more widely than English in West Africa. According to the Ministry of Defence, only 78 members of the British Armed forces speak Arabic and only 101 speak French, out of a total of 145,000.

Troops should also receive lessons in "cultural understanding" and a "humanitarian skills", Labour said.
